U.S. Carmakers Could Face Dwindling Sales Next Year
U.S. automakers, already sagging under weak sales, could face further troubles in the upcoming year.According to some predictions, a slowdown in U.S. economic growth, which has already had a negative impact on the housing market, could hit the U.S. Big Three carmakers too.A car market researcher in Michigan, IRN, is estimating that U.S. sales of light vehicles, including cars and trucks, will be about 16.3 million units next year, which would put sales at the lowest level in nine years.That would also be about 300,000 cars fewer than predicted sales of 16.6 million units this year.Already, all three U.S. carmakers, General Motors Corp., Ford Motor Co. and Chrysler Group, have been losing money on their current sales volumes in North America.

QUESTION: Explain how the rulemaking process begins at the Securities and Exchange Commission.
ANSWER: The rulemaking process usually begins with a rule proposal, but sometimes an issue is so unique and/or complicated that the Commission seeks out public input on which, if any, regulatory approach is appropriate. A concept release is issued describing the area of interest and the Commission’s concerns and usually identifying different approaches to addressing the problem, followed by a series of questions that seek the views of the public on the issue. The public’s feedback is taken into consideration as the Commission decides which approach, if any, is appropriate.
